What is the Minimum Equipment List (MEL)?

Understanding the Minimum Equipment List (MEL), dispatch conditions, operational and maintenance procedures, and rectification intervals.

Technical defects are an unavoidable part of airline operations. Despite the high reliability of modern aircraft systems, equipment failures and system malfunctions can occur during daily service. When immediate rectification is not possible, the Minimum Equipment List (MEL) provides the approved basis that allows an aircraft to continue operating under defined conditions while maintaining airworthiness with specific equipment or systems inoperative.

The MEL is not a means of lowering safety standards. Rather, it is a regulatory and operational tool that enables operators to maintain service continuity while ensuring that the aircraft, when operating with inoperative equipment, remains within the level of safety defined by certification and operational requirements.

Understanding the MMEL and MEL

The foundation of every MEL is the Master Minimum Equipment List (MMEL), developed by the aircraft manufacturer and approved by the certification authority. The MMEL identifies which equipment or system functions may be inoperative for a limited period while maintaining an acceptable level of safety.

Each operator then develops its own MEL based on the MMEL. The operator's MEL takes into account its routes, operational procedures, and specific operating environment, including factors such as geographic location and the availability of maintenance and spare parts at intended airports. However, it cannot be less restrictive than the MMEL and must be approved by the relevant aviation authority.

The MEL therefore serves as the primary reference when assessing whether an aircraft can be dispatched with an inoperative item and under what conditions.

All items not included in the list are required to be operative unless they are considered to be non-safety-related equipment (non-essential furnishings, NEF), such as those associated with passenger comfort or convenience, or equipment used exclusively on ground for maintenance purposes.

The Safety Principles Behind the MEL

The MMEL is built upon detailed safety assessments that evaluate the consequences of operating with an inoperative system or component.

The assessment begins by examining the direct impact of the failure on the aircraft and its operation. Additional analysis then considers the potential consequences should another related failure occur. Finally, more detailed evaluations are performed for failure conditions that could have hazardous or catastrophic consequences.

Based on these assessments, dispatch may be permitted without additional restrictions, permitted under specified conditions, or prohibited until corrective action has been completed.

This approach ensures that any approved dispatch with inoperative equipment maintains an acceptable level of safety throughout the period of deferment.

MEL Categories and Repair Intervals

When an aircraft is dispatched under a MEL item, the associated defect must be rectified within a defined period known as the rectification interval. These intervals help ensure that deferred defects do not remain unresolved indefinitely and that the aircraft continues to meet acceptable safety standards.

MEL repair intervals are generally classified into four categories, which are widely harmonized across regulatory frameworks:

  • Category A: No standard interval is specified. The rectification period is defined individually within the applicable MEL item and may be expressed in calendar days, flight cycles, flight hours, or another specified limitation.

  • Category B: The defect must be rectified within three calendar days, excluding the day of discovery.

  • Category C: The defect must be rectified within ten calendar days, excluding the day of discovery.

  • Category D: The defect must be rectified within 120 calendar days, excluding the day of discovery.

Category D items are generally limited to equipment whose absence does not significantly increase crew workload, is not routinely relied upon by the crew, and is not essential to established operating practices or training.

The rectification interval begins when the defect is formally deferred in accordance with the operator's approved MEL procedures.


Although MEL intervals define the maximum repair time, corrective action should be planned at the earliest opportunity. Delays increase the risk that additional failures may result in operational restrictions that could prevent dispatch.


Operational and Maintenance Procedures

Many MEL items require specific actions to be completed before the aircraft can be dispatched.

Maintenance procedures (M) are performed by maintenance personnel and may include system isolation, deactivation, placarding, inspections, or configuration changes. These actions ensure that the aircraft is correctly configured for operation with the deferred item.

Operational procedures (O) are actions carried out by the flight crew and may involve performance limitations, revised operating procedures, additional checks, or specific flight deck actions.

Unless otherwise specified in the MEL, the operator must ensure that:

  1. The operational procedures referenced in the MEL are carried out when planning or conducting operations with the listed item inoperative; and

  2. The maintenance procedures referenced in the MEL are completed before the aircraft is dispatched with the listed item inoperative.

An aircraft can only be dispatched under the MEL when all required conditions, including both operational and maintenance procedures, have been met.

When the MEL Applies

The MEL is a dispatch document and must be applied before the commencement of flight whenever a defect cannot be immediately rectified and is covered by an approved MEL item.

This process normally begins with the identification and recording of the defect in the aircraft technical logbook. The technical logbook entry becomes the basis for determining the applicability of a MEL item and assessing any associated conditions or limitations.

Although the MEL is primarily a dispatch tool, it may also be consulted following an in-flight defect to assist maintenance control and operational personnel in assessing the likely dispatch status for subsequent flights.

From Defect Detection to Dispatch Decision

When an item is discovered to be inoperative, it is recorded in the continuing airworthiness record system or the operator’s technical log, as applicable. Once the fault has been properly identified, the item is either rectified or managed in accordance with the MEL or other approved maintenance provisions.

This process begins with accurate defect identification, which may result from cockpit alerts, system indications, external inspections, or cabin crew reports. The information recorded in the technical logbook becomes the basis for determining the applicable MEL item.

Once identified, all associated limitations and procedures must be reviewed and applied as required before dispatch.

Maintenance personnel may confirm that all MEL conditions and required procedures have been complied with and that the aircraft is eligible for dispatch under the MEL. The final decision to accept the aircraft for flight rests with the pilot in command, who retains authority to consider overall operational conditions, including route, weather, and applicable company procedures.

Managing Multiple MEL Items

Particular attention is required when more than one MEL item is active.

While individual items may be acceptable on their own, their combined effect could introduce additional operational limitations or create incompatibilities. For this reason, existing MEL deferrals should always be reviewed whenever a new defect is identified.

Both maintenance personnel and flight crews should confirm before each flight that all dispatch conditions remain satisfied and that no rectification intervals will be exceeded during the planned operation.
